Public Servants face a myriad of challenges, and many lack the tools to assist in managing their country’s financial resources. Tools are needed not just for the technical experts — the accountants and auditors — but also for general managers.

Public Sector Financial Management for Managers was produced for the Canadian Governance Support Office (CGSO) with funding from the Government of Canada's Canadian International Development Agency,  as a general guide for financial management for line managers in the Afghanistan public service. Based upon the popular Canadian text, Canadian Public-Sector Financial Management, also by Andrew Graham, this guide covers the three core financial activities of all managers in the public sector:

  1. Budgeting and resource allocation: budgeting, planning, cost allocation, setting priorities.
  2. Managing and controlling: the effective expenditures of public funds for the purposes intended, setting spending plans, overseeing implementation of spending, correcting for errors, monitoring and controlling.
  3. Accounting and performance measurement: providing acceptable and credible information on financial and program performance, explaining variance, measuring performance and holding others to account.

It can be freely reproduced by any Afghan Ministry, Government Department or Agency (please acknowledge the Government of Canada in any reproductions).
