CANADEM in Sudan

CANADEM managed a Sudan Technical Assistance Program from 2000-2011. Over the course of 10 years, hundreds of CANADEM experts worked in Sudan, the majority directly with the United Nations, other inter-governmental organizations, or UN implementing partners. CANADEM was also active in building capacity on the policing side, having deployed 12 experts to provide support to the African Union Mission in Sudan (2006-2007). Through its International Election Observation Program, CANADEM deployed election observers and experts to the European Union and Carter Center election observation missions (EOMs).  Please see an overview of CANADEM’s Sudan Technical Assistance Program below.

Technical Assistance

2010 - 2011

North Sudan DDR Commission (NSDDRC) Support

With funding from the Stabilization and Reconstruction Task Force (START) at the Department of Foreign Affairs, CANADEM implemented a project to recruit, contract and deploy  two experts to support the NSDDRC through the UN Development Programme (UNDP) mission in Khartoum:

2008 - 2009  

UN – Office for the Coordination of Humanitarian Affairs (OCHA) Sudan

With funding from CIDA, CANADEM deployed two Humanitarian Affairs Officers for 6 months:

icon_warp5Mel Middleton provided leadership and effective coordination among partners in Sudan to assist OCHA to support the international community’s response to the humanitarian crisis arising from the recent expulsion of key humanitarian NGOs from the country.
icon_warp5Azim Akhtar assisted the UNOCHA office in Southern Sudan to advocate for and ensure that the humanitarian case-load was recognized and responded to by agencies.

With funding from CIDA, CANADEM deployed three experts in response to the deteriorating humanitarian situation caused by increased incidences of inter-tribal/ethnic clashes.

icon_warp5Ghermai Berhe, an Emergency Nutrition Specialist, was deployed for 6 months to provide support to the nutrition sector lead in the region in terms of coordination, monitoring, surveillance and capacity building of partners.
icon_warp5Mariam Adam, a Health and Nutrition Specialist. After the ICC’s arrest warrant was issued, several IGOs and NGOs were suspended from operating in the country, harming the nutrition sector. Mariam was deployed to work in the West and South of Darfur to address the precarious nutritional situation and support to UNICEF’s government and NGO’s counterparts in Genina and Nyala.
icon_warp5Daniel Naysmith, an expert in disarmament, demobilization and reintegration of child soldiers, supported the DDR commission in Blue Nile State. He assisted in demobilizing and registering separated children for family tracing. Focus was also placed on monitoring and prevention of the re-recruitment of children.

Assessments and Evaluations Commission

With funding from DFAIT START, CANADEM deployed Elizabeth Pelton, policy analyst, to the Assessment and Evaluation Commission (AEC) for 5 months. Just past the halfway point between the signature of the North-South Comprehensive Peace Agreement (CPA), the AEC had entered a crucial phase, as it moved into election preparations and border demarcation.

Pelton supported the Chair of the AEC in relation to policy and interventions with respect to important fields of CPA activity: power sharing, wealth sharing, and security.

2006 - 2007

 Juba Peace Talks Technical Advisor to the Cessation of Hostilities Monitoring Team (CHMT)

To assist in bringing additional stability to Southern Sudan as part of the Comprehensive Peace Agreement (CPA), the Government of Canada, through DFAIT’s START, funded CANADEM to deploy a retired Canadian Military Officer to Uganda and South Sudan. Michael Wansink provided technical assistance in building the capacity of the CHMT to function effectively in both its operational activities and in the management of its resources.

Wansink developed effective operational and support processes, including standard operation procedures in clear lines of Command, Control and Communications, and accountability structure for the CHMT and terms of reference for all key positions within the CHMT. Wansik also designed clear procedures between the CHMT and UNMIS for the provision of airlift support.

Elections

2010 - 2011European Union Election Observation Mission (EU EOM)

Referendum South Sudan: Through its International Election Observation Programme, CANADEM seconded election observers to join the European Union Election Observation Mission (EU EOM) to monitor the Southern Sudan Referendum which took place in January 2011.

icon_warp5Jacques Paquette, Rosemary Cairns, and Sheena McMahon joined the mission in November as Long-Term election observers (LTOs – 1 month) to participate in a Voter Registration Assessment in the 10 States of Southern Sudan and a number of states in the North.

icon_warp5A further two LTOs and two Short-Term Election Observers (STOs) were deployed in December and January, respectively, to observe the referendum.

Presidential, Parliamentary and Subnational: CANADEM also deployed Election Observers to join the EU EOM that monitored the Presidential, Parliamentary and Subnational elections. The observers were deployed to all 25 States in order to conduct a comprehensive analysis of the overall electoral process. Carter Center Election Observation Mission

CANADEM also provided the Carter Center with referendum observer candidates for the election observation mission in Sudan as well as for their observation of the Out of Country Vote and Registration.

Policing
2005 - 2007

CANPOL Sudan I - Training Support for the African Union Mission to Sudan As part of it's CANPOL program, in 2005 CANADEM recruited, contracted, equiped, and deployed retired Canadian police experts to the African Union Mission in the Darfur region of Sudan (AMIS II). A Senior Police Advisor was deployed to the EUPOL mission, as well as two Police trainers and one police statistician deployed to El Fasher. Additionally, two police trainers were deployed to Nyala. Alain Perreault, Bernard (Bud) Snow, Cameron Durham, David Halcovitch, Patrick (Pat) Devin, and Ron Bourne:
icon_warp5Provided training in human rights and policing to AUs Mission AMIS;
icon_warp5Mentored the Police Chain of Command on all aspects of policing;
icon_warp5Provided technical assistance to the CivPol element of AMIS II in various locations within Darfur;
icon_warp5Assisted the African Union personnel and the AMIS Chief of Operations in establishing a professional, computerized Crime Statistics gathering and recording system based on accepted international systems and procedures.
CANPOL Sudan II - Training Support for the African Union Mission to Sudan Following the successful completion of CANPOL Sudan I, the African Union requested continued assistance from the Government of Canada. CANADEM was thus mandated in 2006 to extend its precense in Sudan. Bernard (Bud) Snow resurned as Senior Police Advisor, along with CANPOL experts Brian Cranford, David Halcovitch, Jack Gallop, Patrick Devin and Ron Bourne.
