THREE OCHA CIVIL MILITARY COORDINATION OFFICERS, P4, Dnipro and Kyiv, Ukraine

​

CANADEM deployed three Civil-Military Coordination Specialists for a 6-month duration at the P4 level with the United Nations Office for Coordination of Humanitarian Affairs assisting with the humanitarian response to Ukraine. The experts were initially based in Rzeszow, Poland and then redeployed to Kyiv (x2) and Dnipro, Ukraine as soon as the situation on the ground allowed it.

​

The experts helped establish a system of coordination between various civilian and military actors and humanitarian partners for the delivery of humanitarian assistance and the movement of humanitarian actors in conflict-affected areas in Ukraine. This ensured that there was an appropriate response to the humanitarian emergency in an environment that is politically charged and challenging.  

​

Funding support for two posts was provided by Global Affairs Canada (GAC) and one by the United Kingdom's Foreign, Commonwealth and Development Office (FCDO).

TWO OCHA HUMANITARIAN AFFAIRS OFFICER, P4, Dnipro/Lviv, Ukraine

CANADEM deployed two Humanitarian Affairs Officer for 6-months at the P4 level with the United Nations Office for Coordination of Humanitarian Affairs assisting with the humanitarian response to Ukraine. The experts were initially based in Rzeszow, Poland and then redeployed to Ukraine as soon as the situation on the ground allowed it.

​

The experts worked on the preparedness for the significant scale-up of current operation to address to new humanitarian needs, including internal displacement. The experts contributed to the overall policy direction on specific issues related to safeguarding humanitarian principles and ensured the effective delivery of humanitarian assistance and the linkages with other related topics, like human rights.

​

These positions were funded by the United Kingdom's Foreign, Commonwealth and Development Office (FCDO).

OCHA INFORMATION MANAGEMENT OFFICER, P4, Dnipro, Ukraine

​

CANADEM deployed an Information Management Officer for 6-months at the P4 level with the United Nations Office for Coordination of Humanitarian Affairs assisting with the humanitarian response to Ukraine. 

​

The expert worked with humanitarian partners in Ukraine to manage information and data to produce high quality inter-agency documents to support situational analysis. This strengthened situational awareness through the production of high-quality analytical data and increased coordination and collaboration on information management across the system.

​

OCHA PUBLIC INFORMATION OFFICER, P4, Lviv, Ukraine

​

CANADEM's Public Information Officer joined the UN Office for Coordination of Humanitarian Affairs (OCHA) Ukraine team for 6 months, initially based in Lviv but with further travels in Ukraine when the situation allowed it.

​

The expert supported OCHA Ukraine to facilitate development and implementation of complex strategic communications and public advocacy campaigns with a focus on humanitarian issues. He also managed media engagement by assessing the current media landscape, evaluating media outlets, coordinating media briefings and managing group or individual media enquiries.

​

OCHA ENVIRONMENTAL FIELD ADVISOR, P4, Lviv, Ukraine

​

CANADEM's Environment Field Advisor joined the OCHA team in Ukraine for a period of six months.

​

The Field Advisor identified, assessed and advised on the environmental hazards and environmental impacts of the hostilities in Ukraine, including military waste, that pose immediate life-threatening risks to humans, and collected, monitored and reviewed all pertinent data related to toxic substance releases, including radioactive leaks, that affected people’s health and long-term recovery.

UNFPA LOGISTICIAN, P4, Chisinau, Moldova

​

CANADEM deployed a Logistician (P4) to UNFPA Moldova for 6 months. The Government of Moldova, while coping the impact of the COVID-19 pandemic and the energy crisis, required support to manage large numbers of refugees resulting from a major escalation of the conflict in Ukraine, including at the point of entry.

​

CANADEM's expert coordinated overall logistics support for UNFPA operations, including the effective management of emergency reproductive health commodities and supplies. The Logistician was responsible for liaising with relevant humanitarian stakeholders in the areas of health, protection, logistics, camp management, education and others to ensure the inclusion of commodities specific to UNFPA’s mandate in the overall national humanitarian response plan.

UNFPA SEXUAL REPRODUCTIVE HEALTH (SRH) COORDINATORS, P4, Uzhgorod, Ukraine and Chisinau, Moldova

​

CANADEM deployed two SRH Coordinator to work with the UNFPA offices. One in Ukraine, based in Uzhgorod, and the other with the UNFPA office in Chisinau, Moldova.

​

The Coordinators supported the implementation of the sexual and reproductive health strategy as well as monitor and report on progress. The strategy included advocacy for SRH services, ensuring the quality of care for services offered through the facilitation for capacity building, provision of emergency SRH supplies, and monitored SRH activities.

​

UNFPA, MENTAL HEALTH AND PSYCHOSOCIAL SUPPORT SPECIALIST, P4, Home Based for Ukraine

​

CANADEM is deploying a Mental Health and Psychosocial Support Specialist to support UNFPA Ukraine for 6 months.

​

The Specialist developed and delivered practical guidance, tools and basic training materials on PSS service provision in GBV and SRH service delivery to build the capacity of service providers and front line responders. The Specialist also supported duty of care efforts with UNFPA personnel and front line responders, and supported the set up of GBV Case Management services for UNFPA.

​

UNFPA GENDER-BASED VIOLENCE (GBV) INFORMATION MANAGEMENT SPECIALIST, P3, Lviv, Ukraine

​

CANADEM deployed a GBV Information Management Specialist for 6 months to support UNFPA Ukraine. The Specialist was responsible for maintaining, strengthening, leading and managing the GBV Sub-Cluster Information Management function. The specific responsibilities included data collection and management, program support, knowledge sharing and communications.

​

This deployment was directly funded by UNFPA.

UNHCR INTER-AGENCY COORDINATION OFFICER, P3, Bucharest, Romania

​

For three months, CANADEM's Inter-Agency Coordination Officer supported the setup and strengthening of the overall country-level Inter-Agency coordination architecture, supporting the refugee response. The Officer consulted with partners in the respective sector coordination Working Groups on the revision and adaptation of the coordination architecture beyond the first phase of the emergency and will deliver targeted trainings and support the dissemination of related information on UNHCR role and mandate.

​

WHO GEOGRAPHIC INFORMATION SYSTEM (GIS) SPECIALIST, P3, Kyiv, Ukraine (remote start)

​

The United Kingdom's Foreign, Commonwealth and Development Office (FCDO) provided funding for one GIS Specialist to be deployed with the World Health Organization in Ukraine for three months.

​

The expert produced and updated maps to support the operational and reporting objectives of health facilities to implement actions in the domain of health access, civil protection, protection of population and territories from emergencies, rescue work, fire safety and accident rescue service activities in 25 oblasts of Ukraine.

WHO PREVENTION OF SEXUAL EXPLOITATION AND ABUSE (PSEA) TECHNICAL EXPERT, P4, Lviv, Ukraine

​

CANADEM's PSEA Technical Expert joined the the World Health Organization team in Ukraine for six months.

​

The expert implemented the PSEA Plan of Action in WHO's ongoing response in Ukraine and neighbouring countries. The PSEA Technical Expert oversaw and strengthened the implementation of PSEA intervention and contribute to the the Inter-agency standing committee's (IASC) efforts to scale up the PSEA Programme in Ukraine.

WHO SUB NATIONAL HEALTH CLUSTER COORDINATOR, P4, Vinnytsia, Ukraine

​

CANADEM deployed a Sub-national Health Cluster Coordinator to join WHO Ukraine for six months.

​

The expert helped review and monitor the humanitarian health situation, analyzed response gaps and made appropriate recommendations to fill the gaps and improve coordination both at national and sub-national levels. The expert also provided regular updates and briefings on the health status of affected people, the joint response activities, achievements, challenges and recommendations.

​

UNHCR CHILD PROTECTION EXPERT, P3, Bratislava, Slovakia

​

CANADEM deployed a Child Protection Expert to join UNHCR Slovakia for three months.

​

The expert contributed to and guided the strengthening of a support system, developed and expanded programmes for child protection in collaboration with national authorities and partners, and through training and coaching UNHCR staff and partners (including national counterparts) and strengthened coordination mechanisms.

​

UNHCR INFORMATION MANAGEMENT OFFICER (COORDINATION), P3, Warsaw, Poland

​

CANADEM deployed an Information Management Officer (Coordination) to join UNHCR Poland for three months.

​

The expert led information management initiatives to support UNHCR Coordination of the Ukraine refugee response. They supported the establishment of the national inter-agency information management work group; and fostered a collaborative approach in the identification of main information needs, in the definition of data collection tools, as well as in the data analysis, with the overall aim of enhancing informed decision making by all humanitarian actors.

​

CANADEM deployed a Logistics Specialist to join UNICEF Ukraine for three months.

​

The expert responded to the L3 emergency declaration in Ukraine and the limited staffing capacity in the Supply and Logistics Team to support the operational needs for programmatic implementation of the response. The expert was under the supervision of the Supply & Logistics Specialist.

UNICEF CHILD PROTECTION SPECIALIST (TRAFFICKING AND MIGRATION), P4, Bucharest, Romania

​

CANADEM deployed a Child Protection Specialist (Trafficking and Migration) to join UNHCR Romania for three months.

​

The expert provided the UNICEF Child Protection team with technical guidance on trafficking in the context of various forms of migration, including ensuring that programs are set up to promote a protection environment.

​

WHO HEALTH INFORMATION MANAGEMENT AND RISK ASSESSMENT OFFICER, P3, Warsaw, Poland​

​

CANADEM deployed a Health IM and Risk Assessment Officer to join WHO Poland for three months.

​

The expert supported the emergency team in the development and implementation of the information and geographic mapping systems necessary for the collation, tracking, and analysis of relevant intelligence and information related to health emergencies.

UNICEF HUMANITARIAN WASH EXPERT, P3, Dnipro, Ukraine​

​

CANADEM deployed a Humanitarian WASH Specialist to join UNICEF Ukraine for three months.

​

The expert was responsible for the development, planning, implementation, monitoring and evaluation of UNICEF’s emergency response in activities and results related to safeguard and improve public health of the affected population by ensuring access to safe drinking water, excreta disposal and promoting safe hygiene practices while contributing in the restoration of water services and sanitary and hygienic conditions in urban settlements;  ensuring overall efficiency, effectiveness and delivery of results in accordance with UNICEF’s Core Commitment for Children in Emergencies (CCCs) and national and international humanitarian standards.

CANADEM's Public Information Officer joined the UN Office for Coordination of Humanitarian Affairs (OCHA) Ukraine team for 5 months, in Kyiv, Ukraine.

​

The expert supported the team that engaged in new communications strategy to inform on the humanitarian response in the country, at the same time as it worked in the analysis required for the Humanitarian Needs Overview and Humanitarian Response Plan, during the 2023 Humanitarian Programme Cycle. 

​

WHO MENTAL HEALTH AND PSYCHOSOCIAL SUPPORT EXPERT, P4, Warsaw, Poland​

​

CANADEM deployed a Mental Health and Psychosocial Support Expert to join WHO Poland for six months.

​

The expert provided technical MHPSS expertise in Poland for the refugees arriving there, including coordination of the MHPSS response as part of the established technical working group, contributing to the development of various communications outputs, and regular updating on the progress in implementing MHPSS actions in Poland.

​

UNFPA MENTAL HEALTH AND PSYCHOSOCIAL SUPPORT SPECIALIST, P4, Chisinau, Moldova​

​

CANADEM deployed a Mental Health and Psychosocial Support Expert to UNFPA Moldova for twelve months.

​

The expert assisted the UNFPA Moldova Country Office and UNWOMEN (UNW) Moldova CO in planning, coordination and implementation of interventions focusing on MHPSS for GBV response in crisis situations. UNWOMEN has been the lead agency in the implementation of GBV Multisectorial response in Moldova in the regular development context, and UNFPA is taking the lead in the emergency response for the GBV response, building on what UNWomen had built with its partners in the past.

WHO SEXUAL AND REPRODUCTIVE HEALTH ADVISOR, P4, Bucharest, Romania​

​

CANADEM deployed an SRH Advisor to join WHO Romania for three months.

​

The expert assessed the capacity of Romanian health systems to respond to the specific sexual and reproductive health needs of Ukrainian refugees. They developed training for family medicine doctors providing care for refugees on sexual and reproductive health in collaboration with in-country partners. They worked with the country office team and partners to advance access to contraceptive and abortion services for Ukrainian refugees and members of the host community.

UNFPA GENDER-BASED VIOLENCE (GBV) PROGRAMMING SPECIALIST, P3, Moldova

​

CANADEM deployed a GBV Programming Specialist based in Chisinau, Moldova for 11 months who was responsible for establishing and scaling up UNFPA Moldova’s gender-based violence in emergency (GBViE) programming as part of the Ukrainian refugee response. This included providing technical and programmatic inputs to the design, planning, implementation, monitoring and evaluation of GBViE programmes and regularly assessing and strengthening the capacities of implementing partners to provide quality, survivor-centered, multi-sectoral and well-coordinated GBV response.

IOM INFORMATION MANAGEMENT OFFICER (COORDINATION), P2, Warsaw, Poland 

​

CANADEM deployed a Information Management Officer (Coordination) to IOM Poland for three months.

​

Working under the overall supervision of the Chief of Mission and the direct supervision of the Sector Co-Coordinator (Accommodation/Shelter/CCCM), the expert was responsible for the development and implementation of Information Management solutions including data management, analysis, visualization, reporting and information sharing through the Accommodation/Shelter/CCCM Sector.

UNHCR INTER-AGENCY COORDINATION OFFICER, P3, Warsaw, Poland 

​

CANADEM is deploying an Inter-Agency Coordination Officer to join UNHCR Poland for ten months.

​

The Inter-Agency Coordination Officer will support the Senior Inter-Agency Coordination Officer. This is a crucial time period, during which the new RRP will become effective, while UNHCR and partners may further improve coordination mechanisms to ensure maximum impact. At the same time, a significant number of new arrivals during winter could result in additional workload for UNHCR’s IA coordination.

IOM SHELTER CO-COORDINATOR (ACCOMMODATION, HOUSING, SHELTER), P3, Warsaw, Poland 

​

CANADEM deployed a Shelter Co-Coordinator (Accommodation, Housing, Shelter) to join IOM Poland for six months.

​

The Sector Co-coordinator supported the Sector Coordinator to enable sector partners to respond more effectively to the needs of the affected population by ensuring a coordinated approach across sites and organizations. The Sector Co-coordinator worked on behalf of the sector, facilitating sector activities and contributing to the development and maintenance of a strategic vision and operational response plan. She also ensured coordination with other sectors in relation to inter-sector activities and cross-cutting issues.

UNHCR PROTECTION OFFICER, P3, Warsaw, Poland

​

CANADEM deployed a Protection Officer to join UNHCR Poland for seventeen months.

​

The aim of the mission was to provide capacity building and training on conducting protection monitoring and profiling in the context of the Ukraine refugee response for UNHCR’s partners. At the end of the deployment, the capacity of the national partner(s) was at a level whereby the organization would be able to conduct protection monitoring activities independently, with oversight from UNHCR staff.

​

UNFPA SEXUAL AND REPRODUCTIVE HEALTH IN EMERGENCIES SPECIALIST, P4, Warsaw, Poland

​

CANADEM is deploying an SRHiE Specialist based in Warsaw, Poland for three months. In order to support the visibility and operationalization of, and strategic planning for SRH and GBV services for the most vulnerable now, and into the next year, UNFPA is working to ensure the placement of an International Consultant (IC), who will represent the needs of, and advocate for Ukrainian refugees and the affected host community for both comprehensive SRH and GBV services.

OCHA INFORMATION MANAGEMENT OFFICER (PRODUCT MANAGER AND GIS SUPPORT), P3, Kyiv, Ukraine

​

CANADEM's Information Management Officer (Product Manager and GIS Support) is joining the UN Office for Coordination of Humanitarian Affairs (OCHA) Ukraine team for six months, in Kyiv, Ukraine.

​

The consultant will provide accessible information and data resources, including the findings from assessments and analysis outcomes, are shared through easy-to-read products and easy-to-use visualization tools. They will strengthen coordination through accurate and visually engaging information products that convey understanding and insights about the humanitarian situation, needs and response.

​

UNFPA INFORMATION MANAGEMENT Specialist, P3, Istanbul, Türkiye

​

CANADEM's Information Management Specialist is joining the UNFPA Ukraine hub team for five months, in Istanbul, Türkiye to work remotely for their Ukraine response.

​

The consultant will work closely with the GBViE regional specialist and SRHiE regional specialist in order to support the Information Management functions across the humanitarian cycle, in support of the GBV and SRH WGs supporting the Regional Response to the Ukraine Crisis. Under the Regional Response to Ukraine crisis, UNFPA is co-leading the Regional GBV WG in collaboration with UNHCR. The incumbent will represent UNFPA in an inter-agency capacity at regional level, to support information management within pre-existing GBV and SRH coordination bodies in order to promote the highest standards of GBV and SRH prevention and response, in line with global guidance.

​

UNFPA PROCUREMENT SPECIALIST, P3, Chisinau, Moldova

​

Moldova, which shares a 1,222 km long border with Ukraine, is already being impacted by the conflict escalation affecting Ukraine. In the context of a significant increase in the number of refugees, it is crucial for the UNFPA and other UN agencies to support the Government of Moldova in its gender-based violence (GBV) response.

​

CANADEM's Procurement Specialist (P3) is working for 20 months in close collaboration with implementing partners, other agencies, UNFPA head office and field staff to ensure that UNFPA’s purchasing processes and procedures were followed on a daily basis at the field-level and provide support to the logistics of the emergency response.

​

​

CANADEM deployed a Senior Technical Coordination Officer to join UNHCR Ukraine for fifteen months.

​

The Senior Technical Coordinator supported Ukraine Shelter/NFI Cluster at both national and sub-national levels in achieving a more efficient, predictable, and faster shelter response through enhanced technical coordination.

​

CANADEM deployed a Disability and Inclusion Specialist to join UNHCR Moldova for nine months.

​

The Disability Inclusion Specialist provided technical guidance and support to Refugee Coordination Forum’s sector working groups and partners to strengthen disability inclusion across the refugee response in Moldova, while supporting the overall coordination of the Disability Taskforce.

​

​

CANADEM is deploying a Warehouse Management Specialist to join UNFPA Moldova for eighteen months.

​

The expert worked proactively to improve response to the emergency through: (i) overseeing the efficient receipt, storage, and distribution of a wide range of humanitarian supplies; (ii) ensuring the security of the stock and the warehouse;  (iii) meeting the productivity targets, receiving and dispatching merchandise appropriately, and managing systems processes; (iv) training and capacity building on warehouse management of national counterparts and national staff.

OSCE SPECIAL MONITORING MISSION TO UKRAINE​

Since 2015, CANADEM has been managing the recruitment, deployment and in-mission support of Canadian experts for long-term service with the Special Monitoring Mission (SMM) in Ukraine of the Organization for Security and Cooperation in Europe (OSCE). Until April 2022, there were 40 experts serving with the mission, which is now in its closing phase due to the non-renewal of its mandate and the ongoing conflict in Ukraine.
